Overview
The Ministry of Personnel, Public Grievances & Pensions, under the guidance of Dr. Jitendra Singh, Hon’ble MOS, is set to launch the Nationwide Digital Life Certificate (DLC) Campaign 4.0 on November 5, 2025. This campaign, organized by the Department of Pension & Pensioners' Welfare (DoPPW), aims to digitally empower pensioners across India.

Campaign Details
- Duration: The campaign will run from November 1st to 30th, 2025.
- Coverage: Camps will be held at 2000 Districts/ Sub Divisions/ Cities across the country, making it the largest DLC campaign to date.

Collaborative Efforts
The campaign involves collaboration with various stakeholders:
- Banks: 19 Pension Disbursing Banks.
- Postal Services: 1600 District/ Sub-Division Post offices.
- Welfare Associations: 57 Pensioners’ Welfare Associations.
- Government Bodies: Teams from CGDA, EPFO, M/o Railway, D/o Telecommunications, MeitY & UIDAI.
Background: Jeevan Pramaan
The Digital Life Certificate (DLC), also known as Jeevan Pramaan, was launched in November 2014 by the Hon'ble Prime Minister. This Aadhar-based scheme allows pensioners to submit their life certificates online, enhancing transparency and ease of living.
Previous Campaigns
- DLC Campaign 1.0 (2022): Held in 37 cities.
- DLC Campaign 2.0 (2023): Held at 597 locations in 100 cities, generating 1.47 crore DLCs, including 45.46 lakh for Central Government Pensioners.
- DLC Campaign 3.0: Held at 845 Cities/ Districts, generating 1.62 crore DLCs, including 49.75 lakh for Central Government Pensioners. Over 85,200 DLCs were submitted by pensioners above 90 years of age, with more than 2200 from pensioners above 100 years. 52.73 lakh DLCs were generated using Face Authentication.
Campaign 4.0: Focus and Implementation
DoPPW has notified guidelines for Campaign 4.0 through O.M. dated 30th July, 2025. A dedicated DLC portal has been created, mapping 2000 Districts/ Sub-Divisions, 2500 camp locations, and 1230 nodal officers to monitor the campaign closely.
Role of India Post Payments Bank (IPPB)
IPPB will hold camps at 1600 Districts/ Sub Divisions through its network of 1.8 lakh postmen and Gramin Dak Sewaks. IPPB provides doorstep DLC services to all categories of Pensioners.
Pension Disbursing Banks
19 Pension Disbursing Banks will hold camps at 250 cities at more than 1250 locations. They will also conduct home/hospital visits for aged/disabled/sick pensioners.
Pensioners’ Welfare Associations
57 Pensioners’ Welfare Associations, registered with DoPPW, will organize camps and mobilize pensioners.
Technology and Outreach
The campaign focuses on promoting Face Authentication Technology, with technical support from MeitY and UIDAI. DD, AIR, and PIB will provide support for publicity, complemented by SMSs, tweets (#DLCCampaign4), Jingles, and Short films.
