The Department of Pension & Pensioners’ Welfare is conducting the Nationwide DLC Campaign 4.0 to promote digital empowerment among pensioners, with a focus on using Face Authentication for generating Digital Life Certificates. Overview On November 7, 2025 , Shri V Srinivas , Secretary (P&PW) , inaugurated a Mega Camp organized by Punjab National Bank at its Sansad Marg Branch, Delhi . This event was part of the Nationwide DLC Campaign 4.0 , an initiative by the Department of Pension & Pensioners’ Welfare (DoPPW) to promote digital empowerment among pensioners. Key Developments Nationwide DLC Campaign 4.0 Duration: The campaign runs from November 1st to 30th, 2025 . Objective: To reach pensioners in the remotest corners of the country and facilitate the generation of Digital Life Certificates (DLCs) . Collaboration: The campaign involves various stakeholders, including Pension Disbursing Banks , India Post Payments Bank , Pensioners’ Welfare Associations , CGDA , EPFO , DoT , Railways , UIDAI , and MeitY . Digital Life Certificate Generation Total DLCs Generated: As of November 5th, 2025 , 67.94 lakh DLCs have been generated this year. Face Authentication: 40.42 lakh DLCs were generated through Face Authentication . Recent Progress: From November 1st to 5th, 2025 , 25.60 lakh DLCs were generated, with 15.62 lakh (61%) through Face Authentication . Elderly Pensioners: Over 37000 DLCs of pensioners above 90 years and 985 of pensioners above 100 years have been generated. Mega Camp Highlights DLC Generation: More than 200 DLCs were generated during the Mega Camp. Face Authentication: The convenience of Life Certificate submission through digital modes, particularly Face Authentication , was emphasized. This technique enables DLC generation ‘Anytime Anywhere’. Pensioner Interaction: Shri V Srinivas interacted with pensioners, who expressed satisfaction with the digital modes of Life Certificate submission, especially the Face Authentication technique.
