Telangana Police to register FIRs at home or place of victims’ choice; applicable in seven crime categories
Telangana Police CID has launched a citizen-centric FIR registration system, allowing victims to register FIRs at their residence or place of choice for sensitive cases. This initiative aims to reduce trauma, ensure timely registration of cases, and reinforce public trust in the criminal justice system, aligning with principles of responsive governance.
Overview The Crime Investigation Department (CID) of Telangana Police has introduced a citizen-centric system allowing First Information Reports (FIRs) to be registered at the residence or place of choice of victims. This initiative aims to eliminate the need for victims to visit police stations in sensitive cases, marking a first such initiative in India. The system prioritizes the dignity, safety, and access to justice for victims. Key Features of the Initiative Applicability: The new initiative applies to victims of seven crime categories, including offences against women and children, crimes affecting the human body, property offences, and cases under special laws. Special Laws Covered: These include the POCSO Act , the SC/ST (Prevention of Atrocities) Act , the Prohibition of Child Marriage Act, and the Telangana Prohibition of Ragging Act. Procedure: Upon receiving information about a cognizable offence, the jurisdictional police will proceed to the victim’s residence, place of offence, hospital, or any other location chosen by the complainant. On-Site FIR Registration: The complaint will be recorded on-site and forwarded to the police station for registration of the FIR. A copy will be provided to the victim at their location. Statement Recording: Where required, statements under relevant provisions of the Bharatiya Nagarik Suraksha Sanhita will also be recorded at the same place. Crime Scene Security: Steps will be taken simultaneously to secure the crime scene and evidence. Statements from Officials Additional Director General of Police, CID Telangana, Charu Sinha , stated that the initiative aims to prevent delays and adopt a more empathetic, citizen-centric approach. She emphasized the importance of being sensitive to citizens' conditions and needs, rather than keeping them waiting at police stations. Implementation and Training Standard Operating Procedures (SOPs): SOPs have been circulated to Superintendents of Police across all districts. Training Programs: A series of training programs will be conducted to ensure smooth implementation. SOP Details: The SOPs lay down timelines for FIR registration, the procedure to be followed, and the specific Sections of law under which the provision is applicable. Rollout Timeline: The rollout process is expected to begin within the next few weeks. Significance of the Initiative The initiative marks a significant shift from a station-centric to a citizen-centric model of policing. It aims to reduce trauma, ensure timely registration of cases, and reinforce public trust in the criminal justice system. UPSC Relevance This initiative is relevant to GS2 (Governance, Social Justice) and GS3 (Law and Order) .
