About the Scheme

Digital India is a flagship programme to transform India into a digitally empowered society and knowledge economy. Launched July 2015. By 2025: 96.96 crore internet connections (up from 25 crore in 2014); 4.74 lakh 5G towers; 21.63 billion UPI transactions in Dec 2025; DigiLocker 53.92 crore users. India ranked 3rd globally in digitalisation.

Target Beneficiaries: 1.4 billion citizens; 96.96 crore internet users; 53.92 crore DigiLocker users; 6,300+ government institutions under ONOS

Implementing Agency: Ministry of Electronics and Information Technology (MeitY) along with various central ministries, state governments, and public sector undertakings.

Critical Analysis

Digital India has fundamentally altered the Indian state-citizen relationship through the 'India Stack'. It has democratized access to services via UPI and DigiLocker. However, the 'Digital Divide' remains a stark reality—both in terms of infrastructure (urban-rural) and skills (gender and age). While data is the new oil, the protection of this data remains a concern, although the DPDP Act 2023 is a step forward.
