About the Scheme

NFSM aims to increase production of rice, wheat, pulses, coarse cereals, and nutri-cereals through area expansion and productivity enhancement. Launched 2007-08. Continuous scheme under Krishonnati Yojana umbrella. India achieved record food production of 330.5 million tonnes in FY2023-24. India became world largest producer of millets in 2023 (International Year of Millets).

Target Beneficiaries: Farmers in 638 focus districts; cereal, pulse, and millet producers

  • Beneficiaries must reside in districts prioritized for specific crops like rice, wheat, pulses, and coarse cereals.
  • Tenant farmers and sharecroppers with valid lease agreements are also eligible in certain states.

★Benefits

  • Subsidies on high-yielding variety (HYV) seeds and hybrid seeds to enhance productivity.
  • Financial assistance for purchasing farm machinery like rotavators, sprayers, and seed drills.
  • Support for soil health management through the distribution of micronutrients and bio-fertilizers.
  • Training and capacity building through 'Farmer Field Schools' and frontline demonstrations.
  • Incentives for adopting efficient water management techniques like sprinklers and drip irrigation.

▶Application Process

  • Approach the Block Development Officer or District Agriculture Officer for the scheme application form.
  • Register details on the NFSM portal or State-specific agriculture portals where integrated.

Historical Context

Launched in 2007-08 following a recommendation by the National Development Council (NDC) to address the food security gap and meet the demand of the growing population.

Exclusion Criteria

  • Farmers not registered on the state agriculture portal.
  • Areas already covered under specialized state crop missions with similar benefits.

Sub-Schemes

NFSM-Pulses

Focused on increasing production in 28 states through cluster demonstrations.

NFSM-Nutri Cereals

Promotion of millets (Jowar, Bajra, Ragi) as climate-smart crops.

Challenges

  • Diminishing returns in traditional rice-wheat belts (Punjab/Haryana).
  • Delayed dissemination of climate-resilient seed varieties.
  • Lack of storage and processing infrastructure for millets at the farm gate.
  • High dependency on monsoon patterns in rainfed pulses areas.

Reforms & Recommendations

  • Shift focus to 'Bio-fortified' crop varieties to combat hidden hunger.
  • Greater integration of Ag-Tech startups for precision farming under NFSM.
  • Direct Income Support for farmers adopting crop diversification away from water-intensive paddy.

Critical Analysis

NFSM has been instrumental in making India self-sufficient in food grains, particularly after the stagnation seen in the early 2000s. Its shift from a purely rice-wheat focus to 'Nutri-cereals' and 'Pulses' reflects an evolving understanding of nutritional security vs. caloric security. While it has successfully expanded acreage, the mission faces the climate change challenge—specifically the heat-wave impact on wheat yields. The critical dependency on high-yielding variety (HYV) seeds and chemical fertilizers under the mission also raises concerns about soil health and long-term sustainability.

Success Stories

Pulses Revolution

Key Takeaways

  • Targets Rice, Wheat, Pulses, Coarse Cereals, and Nutri-cereals.
  • Emphasis on 'Seed Minikits' and 'Cluster Demonstrations'.
  • Promotes Water Use Efficiency through sprinklers and pumps.
  • Specific sub-mission on Oilseeds and Oil Palm added later.

Probable Questions

Analyze the evolution of the National Food Security Mission from a productivity-centric approach to a nutrition-centric approach.

HardMedium

Mains Answer Fodder

For GS3, use NFSM as a case study for 'Area Expansion and Productivity Enhancement'. Key arguments: 1. Transition to NFSM-Nutri Cereals (Millets) for climate resilience. 2. Self-sufficiency in pulses reducing import bills. 3. Cluster demonstrations as a tool for agricultural extension. 4. Integration with PM-PRANAM for soil health.

Convergence Schemes

  • Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)
  • Paramparagat Krishi Vikas Yojana (PKVY)
  • Rashtriya Krishi Vikas Yojana (RKVY)
