SVAMITVA is a transformative reform for rural India's 'dead capital' problem. By providing legal property cards (Adhikar Patra), it converts inhabited land into a liquid financial asset, enabling rural citizens to access bank credit. This effectively solves the 'identity-credit' gap. However, the scheme's success depends on the subsequent update of Revenue Records by State governments and the acceptance of these cards by commercial banks. While drone mapping technology (CORS) is precise, the resolution of 'abadi' boundary disputes during the mapping process remains a major administrative hurdle. Without a robust grievance redressal system for border disputes, the mapping could inadvertently trigger litigation.
How can the SVAMITVA scheme act as a catalyst for rural economic transformation and decentralized planning?
SVAMITVA is a tool for 'Digital Rural Governance'. GS Mains points: 1. Empowerment of Gram Panchayats to collect local taxes based on mapped data. 2. Creation of high-quality GIS maps for better rural planning (Gram Panchayat Development Plan). 3. Reducing the burden on the lower judiciary by clarifying land titles. 4. Financial inclusion via collateralization of rural property.
