The campaign, led by the Department of Administrative Reforms and Public Grievances (DARPG) , adopted a whole-of-government saturation approach, reinforcing the government’s commitment to institutionalizing cleanliness, efficiency, and administrative reforms at all levels of governance. Key Developments Preparatory and Implementation Phases The campaign was structured into two phases: Preparatory Phase (15th–30th September, 2025): Focused on identifying pendencies and finalizing targets. Implementation Phase (2nd–31st October, 2025): Involved nationwide cleanliness drives, record reviews, and citizen engagement activities under the theme of Swachhata and Efficiency in Government. Outcomes of the Implementation Phase During the Implementation Phase (up to 31st October 2025 ), significant achievements were recorded: Cleanliness Campaigns: 7.31 lakh campaigns conducted, achieving 97% of the target. Space Optimization: 202.97 lakh square feet of office space freed for productive use. Revenue Generation: ₹551.93 crore revenue earned through scrap and e-waste disposal. Grievance Redressal: 6.69 lakh public grievances and 14,524 appeals redressed. References Disposed: 3,046 references from Members of Parliament, 1,082 PMO references, 440 State Government references, and 175 Parliamentary Assurances successfully disposed. File Management: 13.44 lakh physical files weeded out and 15.70 lakh e-Files reviewed under e-Office. Process Simplification: 470 rules and processes simplified to enhance efficiency and ease of governance. Ministerial Participation Hon’ble Ministers actively participated in the campaign, reinforcing leadership-driven governance.
