Railways Reduces Bulk Cement Freight Charges, Supports Affordable Housing for Poor & Middle Class Families
The Ministry of Railways has rationalized freight charges for bulk cement and introduced a policy for bulk cement terminals to support affordable housing and efficient logistics. Overview The Union Minister for Railways has announced a rationalization of rates for bulk cement in containers and a new policy for bulk cement terminals. This initiative is part of broader Railways Reforms for Cement Transportation , aimed at reducing costs and improving logistics efficiency. The policy supports affordable housing for poor and middle-class families by lowering cement transportation costs. Key Developments Rationalization of Freight Charges New Rate Structure: The new rate is rationalized to ₹0.90 per tonne per kilometre at flat Gross Tonne KM. Simplified System: Distance and weight slabs have been removed to enhance Ease of Doing Business. Objective: To bring down the cost of cement for middle and poor families. Tank Container Policy End-to-End Solution: Tank containers offer a pollution-free logistics solution for bulk cement transportation. “Make in India” Product: The tank container is designed with standard dimensions of 20 ft × 8 ft × 8.5 ft . Efficiency: Each container has a payload capacity of 26 tonnes and a gross weight of 31 tonnes , with loading and unloading times of just 25–30 minutes . Bulk Cement Terminal Policy Strategic Development: Indian Railways will facilitate the development of bulk cement terminals across the country. Infrastructure: Terminals will be equipped with hoppers, silos, bagging plants, and other related infrastructure. Connectivity: Direct connectivity to the railway network to ensure seamless logistics. Impact and Benefits Cost Reduction: Substantial reduction in cement transportation costs. Environmental Sustainability: Smaller carbon footprint compared to road transport. Efficiency: Faster turnaround times through mechanized loading and unloading. Volume: Enables the movement of large volumes of cement in a single consignment. India's Freight Capacity Global Ranking: India is now the world’s second-largest freight carrier, surpassing the USA. Rail Network Expansion: Increased from 4 km per day (during 2004–14) to 12–14 km per day . Electrification: The broad-gauge rail network is now almost 100% electrified .
